Sabrina is currently working at SES Satellites developing, implementing and driving the environmental, social and governance (ESG) strategy. After her bachelor’s in Theoretical Physics, Sabrina entered the space industry by completing her masters at the International Space University in Strasbourg, France. Dr. Anousheh Ansari is an Astronaut, a Hi-tech serial entrepreneur and a global Change Maker.Dr. Ansari is currently the CEO of the XPRIZE Foundation, the world’s leader in designing and operating large incentive competitions to solve humanity’s grand challenges. Since joining the organization, she has started several new initiatives focused on a greater incorporation and use of Data, Artificial Intelligence and Machine Learning in the work of the foundation. Almudena is an Associate Researcher in the Space Security and WMD Programmes at the United Nations Institute for Disarmament Research (UNIDIR). Her research focuses on space security and missiles, and she is currently leading UNIDIR’s participation in the Open-Ended Working Group on Space Threats created under UNGA Resolution 76/231. Prior to joining UNIDIR, Almudena was a Research Assistant at Georgetown University Law Center, where she is currently an S.J.D. (Ph.D equivalent) candidate. She also holds an LL.M. in National Security Law from the same institution. Almudena received her LL.B. from the University of Navarra.

Krystal Azelton (née Wilson) is a Director of Space Applications Programs at Secure World Foundation and has over 15 years of international and domestic space, public policy, and management experience.Prior to joining SWF, Ms. Azelton was a consultant at Access Partnership, where she worked with international satellite service providers and other leading technology companies on policy issues related to spectrum management, emergency communications, telecommunications standards, orbital debris, and multilateral processes including representing industry at the Inter-American Telecommunication Commission. She has also served as a project manager at the Tauri Group, a leading aerospace analytics firm, providing research, analysis, strategic planning, and regulatory assessment to government and commercial clients. She led and supported production of NASA’s strategic plans, audits, performance plans, budgets, and annual reports. Her work exposed to the full range of NASA’s Earth observation, human exploration, and aviation programs. In that role, she was also recognized as a key member of a data management team that received the NASA Group Achievement Award.Previously, Ms. Azelton was in the field of international development as a Monitoring and Evaluation Manager at Development Alternatives, Inc in Afghanistan working on US military and local government initiatives and as Senior Program Assistant at the National Democratic Institute in Africa and Washington, DC working on sustainable governance projects. In those roles, she worked closely with the United Nations, the World Bank, the Department of State, the Department of Defense, US and international nonprofits, and others.

Paul has a PhD in ParticlePhysics.The UK Space Agency’s Chief Executive leads a team of more than 250 who providetechnical advice on government’s space strategy, and guide the UK space sector todeliver government’s vision.The UK Space Agency designs and delivers programmes that implement government’s strategy, including as a sponsor of national capabilities and an early-stage investor in space research and development. They promote the UK space sector’s interests and achievements, make connections to join up industry andacademia, and represent the UK in international space programmes.

Chris joined Astroscale as Group COO in August 2017 and leads the global strategic development for the company.Prior to Astroscale, Chris served as the NASA Attaché for Asia, the senior space policy official in the U.S. Embassy Tokyo, from 2012-2017. In that capacity he identified multiple opportunities for cooperation in the region; served as strategic space advisor to the US Ambassador to Japan and senior US Government officials; acted as an official intermediary between NASA and its partners in Asia in negotiating agreements and resolving disputes; and participated in numerous outreach events highlighting NASA activities.Chris began working for NASA as a Presidential Management Fellow in 2003. While at NASA he was a leader in forging international cooperative partnerships around the world in the fields of Earth science, space science and human space exploration. Mark is a pioneer in Space Tech investment having co-founded the Seraphim Space Fund and invested into a portfolio which includes three companies that have achieved billion-dollar valuations. Previously, Mark was a director at YFM Equity Partners, the firm behind the high profile British Smaller Companies VCT 1 & 2. He also worked at Brewin Dolphin and Williams de Broe. He completed his undergraduate degree in Accounting & Finance, Masters in Economics and Finance from the University of Leeds.

Mariel Borowitz is an Associate Professor in the Sam Nunn School of International Affairs at Georgia Tech. Her research deals with international space policy issues, including international cooperation in Earth observing satellites and satellite data sharing policies. She also focuses on strategic developments in space security and space situational awareness. Dr. Borowitz earned a PhD in Public Policy at the University of Maryland and a Masters degree in International Science and Technology Policy from the George Washington University. She has a Bachelor of Science degree in Aerospace Engineering from the Massachusetts Institute of Technology. Dr. Borowitz completed a detail as a policy analyst for the Science Mission Directorate at NASA Headquarters in Washington, DC from 2016 to 2018. Her book, “Open Space: The Global Effort for Open Access to Environmental Satellite Data,” was published by MIT Press in 2017.

Ms. Bresnik is a senior attorney with a 25 year history of working in the space and aerospace sector both in the government and industry in the areas of government procurement law, commercial transaction law, space law, export control, international transactions. Ms. Bresnik is an adjunct Professor of Space Law and faculty advisor for the Space Law Society at the University of Houston Law Center. She does extensive lecturing on topics of space law to include as a Fulbright Specialist overseas. Ms. Bresnik is the Associate General Counsel for International and Space Law Matters for NASA’s Office of General Counsel which includes advising on multimillion dollar contracts for the purchase of crew transportation, rescue and related launch services for NASA astronauts to the ISS; commercialization of the International Space Station (ISS) and low earth orbit to include setting up the legal framework, propose legislative and policy changes to implement these activities; international agreements and contracting with international entities to include the ISS Partners--the European Space Agency, Japanese Space Agency, Russian Space Agency and Canadian Space Agency. She also advises on NASA’s back to the moon mission to include negotiating the new Gateway platform agreements which will be used for lunar missions and advising on the drafting of the Artemis Accords. Ms. Bresnik also advises numerous non-for-profit space entities. Ms. Bresnik received her Bachelor's degree in International Relations and a minor in Asian Studies from the University of Delaware in 1991 and studied at Kansai Gaidai University, Osaka Japan from 1989 to 1990. She received a Master's degree in Asian Studies/Japanese from the University of Texas at Austin in 1994, and a Juris Doctorate degree from Rutgers School of Law in 1999, during which she also did a summer law program at Doshisha University in Kyoto, Japan. She then received a Master of Laws degree in International Law from the University of Houston in 2007. In 2012 she was a NASA Fellowship recipient and attended the Space Odyssey Institute. Married to Astronaut Colonel (ret.) Randolph James Bresnik of Santa Monica, California, they have two children and reside in Houston, TX.

Camille Calibeo is an aerospace engineer turned business strategist and science communicator. Better known online as The Galactic Gal, Camille educates about space on social media (TikTok, Instagram, Twitter, and YouTube) to millions of viewers worldwide. She has appeared several times on TV, most recently on the NASA broadcast for the Crew-4 launch in April 2022. She also currently leads advanced programs business development efforts at Orbit Fab, a start-up building out the in-space propellant supply chain to enable new missions and break down the single-use satellite paradigm.

Director of NOAA’s Office of Space Commerce (OSC) DalBello has more than 30 years of experience in the space industry and was most recently vice president of Government Affairs at GXO, Inc., a space consulting firm. He was previously vice president of Business Development and Government Affairs for Virgin Galactic and served as the director of Space and Aeronautics, in the White House Office of Science and Technology Policy (OSTP) from 2013 to 2015. He has also worked as vice president of Government Affairs for Intelsat General and served as president of the Satellite Industry Association (SIA).

Laura Delgado López is a Senior Policy Analyst at the NASA Office of Technology, Policy, and Strategy (OTPS), which was established in November 2021 to provide data- and evidence-driven technology, policy, and strategy advice to NASA leadership. She is on detail from the Policy Branch of the NASA Science Mission Directorate (SMD), where she was part of a team focused on providing policy support and subject matter expertise to the senior science leadership of the Agency. From July 2016 to November 2018, she was at Harris Corporation’s Space and Intelligence Systems Segment. As an advocacy lead she supported the business activities of the international, and environmental solutions teams. In addition to guiding the development of relationships with key customers, partners, and influencers, she provided the leadership team with analysis and advice of the relevant budgetary, policy, and regulatory developments that could impact current and future business activities.Before joining Harris, Ms. Delgado López spent five years in the non-profit sector. She was a Project Manager at the Secure World Foundation, where she led the SWF Human and Environmental Security initiative as well as engagement with the Latin American space community. Of note are her recent positions as Earth Observations Associate at the Institute for Global Environmental Strategies, and as a correspondent for SpacePolicyOnline.com. Ms. Delgado López is a former Editor-in-Chief of Elsevier’s Space Policy journal, the premier peer-reviewed publication for the interdisciplinary study of space policy. In this role she managed the timely coordination of the review and editing process of submitted manuscripts, and worked with the Publisher to guide the direction of the journal, identifying relevant policy issues for research and debate. Ms. Delgado López’s research has focused on issues related to Earth observations, space politics and policy, international cooperation, and public opinion. Her work has been featured in publications such as Space Policy, Astropolitics, Space News, among others, and has led to media appearance in major Spanish-speaking media outlets, including CNN en Español. She holds a Master of Arts in international science and technology with a focus on space policy from the George Washington University. She was a 2009 Truman Scholar and a 2009-2010 Northrop Grumman Fellow at GWU’s Space Policy Institute. She also holds a Bachelor of Arts in political science from the University of Puerto Rico.

As Chief Operating Officer of the Satellite Applications Catapult Lucy is responsible for supporting enterprises across the UK in understanding and exploiting the potential of space and satellites to create opportunities and transform businesses.With a background in Physics and Engineering, Lucy’s career to date has involved the launch of satellites from a few kilograms to a few tonnes, building a satellite operations centre in West Cornwall and setting up the Disruptive Innovation for Space Centre with the Catapult team.Lucy is vice chair of the board of The Royal Mencap Society and a non-executive director on the board of the Buckinghamshire Local Enterprise Partnership. She is an ardent believer in the Catapult vision “To innovate for a better world, empowered by satellites”. Many see the growing space industry as a potential source of economic growth; Lucy also sees it as a way of improving the future for everyone, and of building connections between people and communities that will transform the way we relate to each other.

Dr. Brien Flewelling is the Director of Strategic Program Development at ExoAnalytic Solutions. Focused keenly on optimizing the provision of real-time data and services to commercial and government customers worldwide, Dr. Flewelling works closely with innovative engineers and scientists to establish, develop, communicate, and deliver technical solutions that maintain ExoAnalytics technical edge in providing highest quality of service per dollar observation support to spacecraft operators above 10,000 km. Dr. Flewelling is an aerospace professional with government, academia, and industry experience and has been recognized in each of those sectors as a thought leader including receiving a Rotary National Award for Space Achievement(RNASA). Today Dr. Flewelling leads engagement focused on the developing SDA and STM markets including opportunities to provide flight safety support services, enabling increasingly ambitious space operations, identifying and developing advanced value-added services for space traffic management, and pioneering extensions of SDA capabilities into the Cislunar Regime.

Steven Freeland is Emeritus Professor of International Law at Western Sydney University, where he was previously the Dean of the School of Law, and Professorial Fellow at Bond University. He also holds Visiting or Adjunct positions at various other Universities/Institutes in Copenhagen, Vienna, Toulouse, Hong Kong, Montreal, Kuala Lumpur, Vancouver, Mumbai and London. Prior to becoming an academic, he had a 20-year career as an international commercial lawyer and an investment banker. He is a government-appointed Member of the Australian Space Agency Advisory Board and has been an advisor to the Australian, New Zealand, Norwegian and several other Governments on issues relating to national space legislative frameworks and policy. He represents the Australian Government at Committee on the Peaceful Uses of Outer Space (UNCOPUOS) meetings and, in June 2021, was appointed by UNCOPUOS as Vice-Chair of a 5-year ‘Working Group on Legal Aspects of Space Resource Activities’. He has also been a Visiting Professional within the Appeals Chamber at the International Criminal Court, and a Special Advisor to the Danish Foreign Ministry in matters related to the International Criminal Court. He is a co-Principal of specialised space law firm Azimuth Advisory and is also a Director of the International Institute of Space Law, a Member of the Space Law Committee of the International Law Association and a Member of the Space Law and War Crimes Committees of the International Bar Association. In addition to co-Editing the Annotated Leading Cases of International Criminal Tribunals book series, he also sits on the Editorial Board / Advisory Board of several internationally recognised academic journals.

George Freeman is Minister for Science, Research and Innovation at the Department for Business, Energy & Industrial Strategy.Elected to Parliament in 2010 after a 15-year career founding high-growth technology companies, George has served in the last three Governments as UK Trade Envoy, the first UK Minister for Life Science, Chair of the No10 Policy Board and Minister of State at the Department for Transport.Most recently, he led the Prime Minister’s Task Force on Innovation, Growth and Regulatory Reform (TIGRR).He is Founder of the Big Tent Festival and Foundation, the Reform for Resilience Global Health Commission and the 2020 Conservatives Group. Damien Garot is a seasoned space executive, with 25 years of experience in business development and investment. Among other deals, he signed the first partnership of the space sector with Facebook, to bring satellite broadband to Africa. Stellar is his third broadband satellite constellation after OneWeb and SkyBridge. Damien believes tomorrow's growth will come from new markets, where the space sector will embed itself into the digital economy. That’s why he co-founded Stellar: to bring data leadership to the mobility sector.Damien is a space engineer by training (ISAE- Supaéro) and owns an executive MBA from EM Lyon.

Jake has been part of the UK Space Agency since 2016, having joined from the Ministry of Defence. In his current role as Chief of Staff Jake works closely with the Chief Executive to deliver new strategic projects and advise on key decisions. Jake also works with teams across the Agency to streamline processes and promote collaboration between teams of experts.Jake has previously held UK Space Agency leadership roles as Head of Space Surveillance and Tracking and National Spaceflight Policy. In these roles he led mixed teams of technical, project management and policy staff to track satellites or space debris and establish the UK’s first operational spaceports. Jake is still an active champion of the issue of space sustainability and works closely with international colleagues to raise awareness through initiatives like the G7 statement on space debris and the 2022 London Space Sustainability Summit. Jake’s career before the UK Space Agency saw him taking several roles in MOD and the Defence Science & Technology Laboratory. His work has included advising the MOD Operations Directorate on scientific issues during operations in Syria, Iraq, Libya and the Ebola crisis in Sierra Leone. He has worked in a similar role at the Permanent Joint Headquarters (PJHQ), providing analytical and scientific advice on operations in Afghanistan and Iraq.Jake has completed three tours of Afghanistan as a scientific advisor or analyst in 2010, 2011 and 2012. He joined the civil service in 2009, following a career in market research and gaining a degree in Social Psychology from the University of Sussex.

Jeremy Giampaoli is the lead space systems engineer for Northrop Grumman in the UK, Europe, and MENA. He focuses on mission engineering, CONOPS development, and systems design across both commercial and government customers. Before moving to London, Jeremy worked on a variety of exquisite satellites in Los Angeles, including the James Webb Space Telescope (first full-colour images released July 12!), and implemented Model-Based Systems Engineering and digital ecosystems on multiple programs. He earned a Bachelors of Science in Mechanical Engineering from University of California Los Angeles. In his free time, Jeremy likes to surf, rock climb, skateboard, and play football (not the American version).

Lucie Green is a Professor of Physics and a Royal Society University Research Fellow based at the Mullard Space Science Laboratory, UCL’s Department of Space and Climate Physics and studies activity in the atmosphere of our nearest star, the Sun. In particular, looking at immense magnetic fields in the Sun’s atmosphere which sporadically erupt into the Solar System. If these eruptions reach the Earth they can drive major space weather events. She is interested in how the magnetic configuration of the eruptions relates to geomagnetic activity and what this means for those living in the UK.Lucie is very active in public engagement with science and regularly gives public talks as well as supporting her departmental public engagement programme. She sits on the Advisory Board for the Science Museum, is Chair of Governors of the UCL Academy and is Chief Stargazer at the Society for Popular Astronomy. Her first popular science book is called “15 Million Degrees: journey to the centre of the Sun”, which discusses the history and current activities in solar physics. It is available in paperback and hardback.

Mr. Niklas Hedman is designated Acting Director of the United Nations Office for Outer Space Affairs (UNOOSA). He is Chief of Committee, Policy and Legal Affairs Section of UNOOSA. He serves as Secretary to the intergovernmental Committee on the Peaceful Uses of Outer Space (COPUOS) and its Scientific and Technical Subcommittee and Legal Subcommittee. He is responsible for the UNOOSA capacity-building programme on space law and policy. Before joining the United Nations in 2006 he worked in the Swedish Ministry for Foreign Affairs, mainly in the areas of ocean affairs and law of the sea, space affairs and space law, as well as biological weapons and missiles. He represented Sweden to COPUOS before joining the United Nations. He is currently Vice-Chair of the COSPAR Panel on Planetary Protection.

Aarti Holla-Maini has been Secretary General of the GSOA (formerly ESOA) since 2004. She is a Member of the World Economic Forum’s Global Future Council on Space, the WEF Global 5G Coalition Network and the WEF Essential Digital Infrastructure & Services Network.Under Aarti’s leadership, GSOA & its member CEOs lead the effort to showcase the benefits of satellite communications for a more inclusive and secure society - vital to bridging the world’s digital divide, achieving the UN’s Sustainable Development Goals and realizing the 5G ecosystem.Since joining the association, Aarti has led the expansion of GSOA from a European association to one that represents the interests of 28 global and regional satellite operators. She reports directly to their Chief Executives.Aarti has 25 years' experience in the aerospace industry, starting at Daimler-Benz Aerospace/EADS (now Airbus) in Germany. In 2000, she moved to Brussels, representing Airbus interests in the European satellite navigation program: Galileo. Aarti holds a Masters of Business Administration from HEC, France & Stern Business School, NYC, USA. She qualified as Solicitor of the Supreme Court in the UK in 1995, holding a 2:1 graded LLB Hons Law with German Law degree from King's College, University of London & the University of Passau, Germany. She is also an alumnus of the International Space University. Aarti is of British-Indian origin and holds British and Belgian nationalities. She lives in Brussels, has 3 children and speaks 5 languages.

Peggy Hollinger is international business editor of the Financial Times. In her more than 30 years at the paper, she has been industry editor, writing in particular about the space and aerospace industries, UK companies editor and Paris bureau chief. She has also been a leader writer, and covered the retail, oil and gas, and utilities sectors.

Clive Hughes is Head of Space Security and Advanced Threats at the Foreign Commonwealth and Development Office. Prior to this he was International Ocean Strategy Manager, covering a range of environmental, security and science policy issues related to the ocean. He has held a number of positions in the UK and overseas (Japan and Panama) including Space Security Desk Officer from 2015 to 2018.

Libby Jackson is one of Britain’s foremost human spaceflight experts, and is the Exploration Science Manager for the UK Space Agency. Libby’s career working in the space industry began when she applied for work experience at NASA at age seventeen from her secondary school in Kent. Weeks later she was sitting in mission control in Houston. Ten years later, and after completing a physics degree at Imperial College, she was back working at mission control for the European Space Agency in Munich. She was an instructor, a flight controller and finally a Columbus flight director on missions to the International Space Station. From 2014 to 2016, she managed the hugely successful UK Space Agency education and outreach program that supported Tim Peake’s mission.

Moriba Jah is the Chief Scientist and a co-founder of Privateer. Christopher Johnson is the Senior Director of Legal Affairs and Space Law at the Secure World Foundation, and a Professor of Law (Adjunct) at the Georgetown University Law Center where he co-teaches the Space Law Seminar. He is also a Faculty Member at the International Space University and a Member of the International Institute of Space Law. Mr. Johnson has written widely on space law and policy issues, and represents the Secure World Foundation at the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS).

Dr. Satomi Kawamoto s currently a senior researcher and a manager for space debris comprehensive measures at Japan Aerospace Exploration Agency (JAXA). She has developed many debris related models and tools such as a debris evolutionary model, a debris collision risk analysis tool, and debris mitigation standard support tools, and has been supporting Japanese projects to conduct debris related analysis and to take debris mitigation measures. She also had been studying cost effective Active Debris Removal (ADR) system, including evaluation of target objects and mission requirements using debris evolutionary model, and researching and developing key element technologies. She had been attending WG2 (Environment and databases) or WG4 (mitigation), or SG (Steering Group) of the Inter Agency Space Debris Coordination Committee (IADC).

Holger Krag acquired his master in Aerospace Engineering at the University of Braunschweig, followed by a 4 year research period at the Institute of Aerospace System where he focussed on space debris modelling and surveillance, which also became the topic of his PhD (2003). In 2002, he became a system engineer at Thales ATM at Langen (Germany) and was part of the development team of the Galileo ground mission segment (GMS), for which he worked in collocation with the customer in Toulouse, France. His main tasks included the development of the validation platform for the Galileo GMS.In 2006, he joined ESA as an Analysist in the Space Debris Office at ESOC. He worked on establishing risk models and an operational collision avoidance system, and contributed to first space surveillance studies. In 2014, he took the position of the Head of the Space Debris Office, which, among others, provides fundamental support to ESA’s Space Situational Awareness Programme. In 2019, he took over the position as the head of the programme, and prepared the evolution into the new Space Safety Programme which was established at the Space19+ Ministerial in Sevilla. The new programme addresses an enlarged scope within the areas of Space Weather, Planetary Defence and Space Debris including early warning systems and mitigation measures and three ambitious missions (Lagrange, Hera und ADRIOS). Implementation of the SSA Programme. His current duties comprise the implementation of the SSA/Space Safety Programme, in close coordination with participating States, managing the resources delegated to the Space Safety Programme Office, including staff, budgets, industrial contracts and legal agreements in the areas of Space Weather, Space Debris, Planetary Defense, Cleanspace and Frequency Management. The implementation of the Spanish Surveillance and Tracking System (S3T) Project, Frequency Management and ESA representation on debris matters at relevant international bodies (IADC, UNCOPUOS,…).Holger Krag is the author of/contributor to about 200 publications and has been active in education since many years through lectures at ESA’s training centre and Technical Universities in Germany. He was awarded with the “Ludwig-Bölkow-Preis of the DGLR (German Aerospace Society) for the diploma thesis”, the Heinrich-Büssing-Preis of the foundation for the advancement of sciences at the Technical University of Braunschweig for his Ph-D thesis and the ESA Award for Teamwork Excellence in recognition of valuable contributions to safety-relevant services provided to ESA and its member states (as a member of the Space Debris Office team). Since 2020, he is a full member of the IAA (International Academy of Astronautics).

Yoav Landsman is the founder and CEO of Moonscape. For two decades he worked in the Israeli space industry as a systems and operations engineer, and lately as the deputy mission director of the Beresheet Moon lander, the only privately-funded spacecraft that has reached the lunar surface so far.He has recently moved to Europe to start his company, and with his unique experience and vision he aims to contribute to the success and sustainability of the lunar development efforts.Moonscape's goal is to provide remote-sensing services from low lunar orbit, for the benefit of the upcoming activities on the Moon.Yoav is an International Space University (ISU) alumnus, and a Karman Fellow.

Dr Marie Le Pellec is the Space Sustainability and Space Situational Awareness (SSA) lead in the Office of the CTO at the Australian Space Agency. Dr Le Pellec oversees the development, implementation and update of the Agency’s SSA technology roadmap, aiming to support the growth of a trusted and respected Australian space sector. She also provides advisory expertise across the seven priority areas of the Australian Civil Space Strategy, especially on space sustainability. Engaging with national stakeholders as well as international agencies and working groups is instrumental in her role. Dr Le Pellec is an Engineer with a PhD in strategy. She commenced her career at the French Space Agency CNES and has over 10 years of experience in strategy and sustainability.

Professor Hugh Lewis is the Head of the Astronautics Research Group at the University of Southampton, UK, and has been working in the fields of space debris and space sustainability for more than 20 years. He is a member of the UK Space Agency delegation to the Inter-Agency Space Debris Coordination Committee and chair of Working Group 2 (Modelling). He has previously supported the work of the UK in the UN Committee on the Peaceful Uses of Outer Space and is currently a member of the Royal Astronomical Society’s sub group assessing the impacts of satellite megaconstellations on optical astronomy.

Richard Linares is the Co-Director of the Space Systems Laboratory at MIT and holds a Charles Stark Draper Assistant Professor position at MIT’s Department of Aeronautics and Astronautics. Richard Linares joined the Department of Aeronautics and Astronautics in July of 2018. Before joining MIT, he was an Assistant Professor at the University of Minnesota’s Aerospace Engineering and Mechanics Department. He received his B.S., M.S., and Ph.D. degrees in aerospace engineering from the University at Buffalo, The State University of New York. He was a Director’s Postdoctoral Fellow at Los Alamos National Laboratory and also held a postdoctoral associate appointment at the United States Naval Observatory. His research areas are astrodynamics, estimation and controls, satellite guidance and navigation, space situational awareness, and space traffic management. Richard Linares is a recipient of the AFOSR Young Investigator Research Program Award in 2018 and the DARPA Young Faculty Award in 2020.

Dr. Peter Martinez is the Executive Director of the Secure World Foundation. He has extensive experience in multilateral space diplomacy, space policy formulation and space regulation. He also has extensive experience in capacity building in space science and technology and in workforce development.Prior to joining SWF, from 2011 - 2018 he chaired the United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS) Working Group on the Long-Term Sustainability of Outer Space Activities that negotiated a set of international consensus guidelines to promote the safety and sustainability of space operations. In 2012 and 2013 he was South Africa’s representative on the United Nations Group of Government Experts on transparency and confidence-building measures for space activities. From 2010 – 2015 he was the Chairman of the South African Council for Space Affairs, the national regulatory authority for space activities in South Africa. From 2014 - 2018 he was Professor of Space Studies at the University of Cape Town. Before this he acquired fifteen years of executive level management experience and associated general management skills gained in the research and development environment of the South African Astronomical Observatory, a National Facility under the South African National Research Foundation.He is a member of the International Academy of Astronautics, the International Institute of Space Law, a Fellow of the Royal Astronomical Society and an Honorary Professor at the University of Cape Town. He has authored or co-authored over 200 publications on topics in space policy, space sustainability, astronomy, space research, space law and space policy.

Tanja Masson-Zwaan is Assistant Professor and Deputy Director of the International Institute of Air and Space Law at Leiden University, and President Emerita of the International Institute of Space Law (IISL). She is Faculty at International Space University (ISU).Tanja advises the Dutch Government on space law issues and was co-founder of the Hague International Space Resources Governance Working Group. She co-authored the 4th edition of ‘Introduction to Space Law’ (Kluwer 2019) and serves on the Board of Editors of Kluwer’s journal Air and Space Law. She is an elected full member of various professional associations, such as the International Academy of Astronautics, the International Law Association, and the Académie de l’Air et de l’Espace. Tanja is a Board member of several organisations, including the ASU Interplanetary Initiative, Open Lunar Foundation and Space Generation Advisory Council. She was a Member of the Founding Boards of the European Centre for Space Law and of Women in Aerospace Europe and previously served as member of the Advisory Committee of Secure World Foundation. Tanja received several awards, and is a Member of Honour of the Netherlands Space Society (NVR). Dr. Philip Metzger is a planetary scientist with the Florida Space Institute at the University of Central Florida performing research and technology development related to asteroid, lunar and martian regolith including soil mechanics, space weathering, mining, beneficiation, construction, and rocket exhaust interactions with regolith. In 2014 he moved into academia from NASA’s Kennedy Space Center where he had worked since 1985. He had been with the Space Shuttle launch team and later the International Space Station program developing test programs, managing and integrating multiple contractor teams, and testing and integrating spaceflight hardware. He led the team developing and performing the integrated tests of the International Space Station’s communications and tracking systems for the Multi-Element Integrated Test, reputedly the largest test in aerospace history. He then he co-founded and managed the Granular Mechanics and Regolith Operations Laboratory and co-founded the KSC Swamp Works, performing research and technology development related to planetary regolith. His research led to NASA’s effort to protect the historic lunar sites, including the Apollo landing sites, from rocket exhaust blast effects. He led the Plume/Blast Ejecta study for the Lunar Architecture Team in both phase 1 and phase 2, led the similar study for the Mars Architecture Team, was on the Asteroid Retrieval Mission alternative study team, developed modeling of asteroid regolith sampling for the OSIRIS-REx mission, and participated on the Surface Systems team for NASA’s technology roadmapping. He co-founded NASA’s biannual Workshop on Granular Materials in Lunar and Martian Exploration. He was selected as Kennedy Space Center NASA Scientist/Engineer of the Year for 2011. He received the astronaut’s Silver Snoopy award in 2011 and NASA’s Silver Achievement Medal in 2014. He was selected by the American Society of Civil Engineers (ASCE) aerospace division for the Outstanding Technical Contribution Award of 2016. He became a NASA Innovative Advanced Concepts (NIAC) Fellow in 2019. In 2021, the International Astronautical Union named Asteroid 36329 Philmetzger after him.

Florian Micco is Project Manager for the Space Sustainability Rating (SSR), an an initiative hosted by eSpace - EPFL Space Center in Lausanne, Switzerland. The SSR seeks to foster voluntary action by satellite operators to reduce the risks related with space debris and on-orbit collisions. Prior to eSpace, Florian worked at WBCSD, a CEO-led community of over 200 global leading businesses working collectively to accelerate the system transformations needed for a net zero, nature positive, and more equitable future. He also worked in Brussels and New York.Florian is passionate about sustainable development and space. Florian graduated from the University of Geneva, and studied at Sciences Po Paris and the Université de Montréal.

Rodolphe Muñoz works at the European Commission. He is teaching Internal market law at Science Po Paris.He has worked for various international organizations, is expert for many EU and OECD programs. As a lawyer at the European Commission (Brussels), during several years he was in charge of the TBT procedure (W.T.O. law), the application of the 98/48/EC Directive on transparency regarding the Information Society (E-Commerce, Data Protection and Electronic Signature). At the EFTA Surveillance Authority as a senior officer he was in charge with litigation in the field of internal market (Services Directive, freedom to provide services, professional qualification, health services …).He has studied at the College of Europe in the Law Department.

Dan Oltrogge is the Director of the Center for Space Standards and Innovation, Director of Integrated Operations, and space policy expert at COMSPOC Corporation, program manager of the Space Data Center, founder and administrator of the Space Safety Coalition, U.S. Head of Delegation to ISO TC20/SC14, and the author of numerous technical papers, international space standards, and industry best practices.

John P. Janka serves as Chief Officer, Global Government Affairs & Regulatory at Viasat, Inc., an international communications solutions provider with a long legacy of designing, building and operating telecommunications and broadband networks of all types. He has extensive experience in the telecommunications, media, and technology (TMT) sector from over three decades of work at the global law firm Latham & Watkins, where he was a partner and served as the head of its Communications Law practice group. In that capacity, Mr. Janka represented entities ranging from startup entities to global leaders, whom he counseled on a variety of strategic matters. Nelly Offord Harlé graduated in Aerospace Engineering and Business from Supaéro (now called ISAE, Institut Supérieur d’Aéronautique et de l’Espace), a Grande École in Toulouse, France.Nelly started her career as a Management and Strategy consultant, in the automotive and aerospace sectors, moving across the USA, France and the UK.In 2012, Nelly settled in the Space Sector and joined Airbus Defence and Space, working as Industrial Manager, then Payload Programme Manager, and finally managing Advance project R&D programmes for the Telecom Satellite Business Division in the UK.Nelly transferred to Surrey Satellite Technology Ltd (SSTL) in 2019 to head the Exploration business development, and her main focus has been on the realisation of SSTL’s ambitions in Lunar Communication and Navigation services. She is now developing SSTL Lunar, a brand of SSTL dedicated to the provision of Lunar support services, looking at offering commercial lunar data-relay service provision with Lunar Pathfinder from 2024 onwards.

Luc Piguet is the CEO and co-Founder of ClearSpace, a ground-breaking initiative based in Lausanne to clear up Space debris and build up in-orbit services for sustainable space operations. In 2019, the European Space Agency (ESA) selected ClearSpace to develop technologies and lead the first ever mission to capture and deorbit space debris. ClearSpace is the result of a long-term project that began at the EPFL Space Center (eSpace). Since 2012, the team's objective was to develop technologies to capture and deorbit obsolete space objects – such as out-of-use satellites, rocket stages and other uncontrollable space objects– that had been put into earth orbit over the past 60 years and that are now filling up space immediately above the Earth. These objects orbit our planet at a speed of 28,000 kmph, making them dangerous projectiles for working satellites and astronauts. Since its foundation in 2018, ClearSpace’s team is rapidly growing with offices in Switzerland and the UK and has assembled an industrial network of 20 experienced Space companies. ClearSpace is also expanding its activities to other in-orbit services. Luc studied at EPFL, with a degree in Electrical Engineering and an Executive Program at Stanford.

Nivedita Raju is a Researcher in SIPRI’s Armament and Disarmament team, where she conducts research on space security and gender issues. She also conducts research and outreach for disarmament education. Previously, she was a mentor in the UN Space4Women program, Research Fellow at Open Lunar Foundation, and a contributing member of the McGill Manual on International Law Applicable to Military Uses of Outer Space (MILAMOS). Nivedita was additionally an Advisor for Schools of Equality, a non-profit that conducts gender-sensitization training in Indian schools.

Akhil Rao is an Assistant Professor of Economics and affiliate faculty in the Environmental Studies Program at Middlebury College. He teaches courses on statistics, environmental economics, and space economics. Most of Akhil's research is on coupled-systems modeling and the economics of orbit use. He is particularly interested in the challenges and opportunities created by the lack of exclusive property rights over orbital paths and in building integrated models of orbit-use behaviors.

Andrew Ratcliffe is Chief Engineer at the UK Space Agency (UKSA) leading the Office of the Chief Engineer (OCE). Within this role Andrew serves as principal advisor to the Deputy CEO and other senior officials across HMG on matters pertaining to the technical readiness and execution of UKSA programmes and projects. As part of this role, Andrew represents HMG as head of delegation at a number of international forums including the UN Committee on the Peaceful Uses of Outer Space Science and Technical Sub-Committee (UN COPUOS STSC) and Inter-Agency Debris Coordination Committee (IADC). Prior to joining the UKSA, Andrew worked for Airbus Defence and Space where he led a number of mission studies and technology development activities for the European Space Agency (ESA) including the development of a Harpoon for capturing space debris.

Frédéric Rouesnel joined ESA as Project Manager in September 2021, first overseeing the NOVACOM II / Space Inspire project and subsequently adding the Eutelsat Quantum Project to his responsibilities. Prior to joining ESA, Mr. Rouesnel represented Luxembourg as an ESA delegate for six years in Telecommunication and Earth Observation Boards. He held different roles for several space players such as the Luxembourg Space Agency, the Luxembourg agency for Innovation & Research (Luxinnovation), LuxSpace (OHB group), the Centre National de la Recherche Scientifique (CNRS), Airbus Defence & Space (ADS), and the European Southern Observatory (ESO).During his work at LuxSpace and CNRS, he was the project manager for numerousmissions, in particular E-SAIL and PROBA 3, which were ESA projects.Mr Rouesnel holds Master’s degrees in engineering, Space Technologies and Optronics.

Adrien is a young professional aerospace engineer. He studied in France where he graduated from an aerospace engineering master’s degree at IPSA in 2020. During his master’s degree, Adrien carried out his end of study which consisted in proposing debris orbital lifetime minimization strategies in collaboration with Arianespace. Adrien then graduated from an advanced master degree in space system engineering from ISAE-SUPAERO in 2022 during which he participated in the SEEDS academic exchange program. Adrien also followed the 2021 CleanSpace training course taught by the ESA Academy. Adrien achieved his end of study internship at the Space center of the Swiss Federal Institute of Technology in Lausanne where he is now working on as an engineer on the implementation of the Space Sustainability Rating (SSR).

Daniel Smith is the Founder and Creative Director of AstroAgency and Director of Space Scotland. A legal graduate who has set up four space companies since 2017, he sits on the Cross-Party Group for Aviation & Space at the Scottish Parliament, the ESA BIC UK Steering Group and is a long-term participant of the LaunchUK Industry Group. He is also an Advisory Board member for UKSEDS, a mentor and founding member New Voices in Space, as well as being the present Co-Chair of the Space Scotland Environmental Task Force. Daniel has been nominated for two Sir Arthur Clarke awards for his services to the UK space sector, notably in the areas of sustainability and educational outreach through AstroAgency's SpaceBar initiative, as well as being a Great British Entrepreneur of the Year Award finalist. A passionate advocate for a sustainable approach to launch and in orbit activity, Daniel has spoken on the environmental impact of space and the role of geospatial data in the drive to net zero with CNN, BBC and on stage at the Dubai Expo, Korea Space Forum, UKSA Ignite Space and UN COP26 events. He writes a monthly column in the Scotsman newspaper on the importance of ensuring the 'new space' sector develops in a sustainable fashion.

Eric Stallmer is the Executive Vice President for Government Affairs and Public Policy for Voyager Space Holdings Inc. Eric leads Voyager’s Washington D.C. office and is responsible for representing the interests of Voyager to key government institutions including Congress, the White House and several federal agencies that impact the success of Voyager and its subsidiaries.Prior to joining Voyager he was the President of the Commercial Spaceflight Federation. CSF is the most recognized and largest trade organization dedicated to promoting policies and best practices fostering the development of the commercial spaceflight industry. Under Stallmer’s leadership, CSF worked tirelessly to craft the modern Commercial Space Launch Act, as well as to promote innovation as a national policy to spur the economy and create high technology jobs.Eric serves on both the Defense Innovation Board, Space Advisory Committee as well as the Federal Aviation Administration’s (FAA) Commercial Space Transportation Advisory Committee (COMSTAC). While at CSF, Eric was appointed to the National Space Council Users’ Advisory Group (UAG) where he sits on the Executive Committee and serves as the Co-Chair of the Economic Development and Industrial Base Subcommittee. He also served as the co-chair of the Federal Aviation Administration Airspace Integration Aviation Rulemaking Committee (ARC) and was a member of the Space Launch and Reentry ARC, and the Spaceport ARC.Eric has testified several times to Congress, before the House Committee on Science, Space, and Technology, the Senate Commerce Committee and the National Space Council. During these testimonies, he has encouraged Congress to support policies that will facilitate growth and innovation in the industry and maintain the American space sector’s competitive leadership.As a thought leader in the space industry, Eric has served on numerous industry-affiliated boards including the Future Space Leaders Foundation and is former Chairman of the Washington Space Business Roundtable. His professional comments have been featured in The Washington Post, Wall Street Journal, New York Times, SpaceNews, and many more.Before working at CSF, Eric served as the Vice President of Government Relations at Analytical Graphics Inc. (AGI). Stallmer joined AGI in 2002; while there, Eric oversaw all Washington Operations and represented AGI’s commercial off-the-shelf products and technology to defense, intelligence, Congress, and civil government sectors within the aerospace industry.Eric came to AGI from The Space Transportation Association (STA), a non-profit, industry trade organization providing government representation to companies with a vested interest in the U.S space launch industry. Prior to that, Stallmer worked on Capitol Hill in the office of then Congressman Tom Coburn.For almost three decades, Stallmer has served as an officer in the United States Army and Army Reserves. He was awarded the Bronze Star Medal for meritorious service while engaged in combat operations during Operation Iraqi Freedom. He is currently assigned, as a reservist, to the Pentagon in the office of the Deputy Chief of Staff Army for Logistics, G-4.Eric earned a Master of Arts Degree in Public Administration from George Mason University and a Bachelor of Arts Degree in Political Science and History from Mount Saint Mary College. He and his wife Amy live in McLean, Virginia with their three children, Charlie, Billy and Catherine.

Rajeev was appointed as Inmarsat’s Chief Executive Officer in March 2021. He joined Inmarsat from Nokia, where he was most recently President and Chief Executive Officer. From 2009 to 2014 Rajeev was Chief Executive Officer of Nokia Solutions and Networks. During his tenure as CEO, he transformed Nokia into a top two telecommunications infrastructure company, led the consolidation of the sector from ten to three major players, positioned Nokia as a leader in a world connected by 5G and shaped by increasing digitalisation and automation. Under his leadership, Nokia acquired the networks businesses of Siemens, Motorola, Alcatel-Lucent, including the famed Bell Labs, successfully expanded into enterprise vertical markets, created the world’s leading standalone telecom software business, significantly grew the annual recurring revenue patent licensing business and engineered the return of the Nokia brand to mobile phones.Rajeev has lived and worked in the Middle East, Asia, Africa and Europe. In March 2021, he was reappointed as a Commissioner of the United Nations Broadband Commission. He was Co-Chair of the digitalisation task force for the B20 and member of various digital and healthcare committees at the World Economic Forum. Rajeev was a member of the Chinese Premier’s Global CEO Council from 2014 to 2020, a recipient of China’s Marco Polo award; the highest honour awarded to an international business person from the Chinese government. Rajeev is an engineering graduate in Electronics and Communications and has been awarded an Honorary Doctorate by Manipal University.

Ms Jenni Tapio works as a Chief Specialist in space law and policy, heading the Space Office at the Ministry of Economic Affairs and Employment of Finland. She is in the Secretary General of the Finnish Space Committee. Ms Tapio represents Finland at the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). She is nominated as the first vice-chair of COPUOS for 2022-2023. Ms Tapio is involved in the activity of the European Space Agency (ESA) in her current roles as a delegate in the ESA Council and vice-chair of the International Relations Committee. She is a delegate in the European Union (EU) Space Programme Committee’s Horizontal and SSA Configurations. Prior to joining the Ministry, she worked for over 15 years in the private sector as an in-house counsel and attorney-at-law specialising in legal issues relating to space, defence, telecommunications and cyber activities. She is a Director of the International Institute of Space Law (IISL) and board member of the European Centre for Space Law (ECSL). She has authored various publications in the field of space law and policy, and lectures frequently on these topics.

Melissa Thorpe oversees the entire Spaceport Cornwall project, guiding the team to a successful satellite launch in 2022 from Cornwall Airport Newquay. Together with launch partner, Virgin Orbit, this ambitious project will offer dedicated and responsible access to space. She works across the launch environment to efficiently secure investment, regulations and the infrastructure required to launch, whilst communicating the space story to the local community. She has featured in the New York Times, The Guardian, BBC World News, and the Independent. Originally from Canada, Melissa moved to the UK to attend the London School of Economics in 2010 where she gained her Masters of Science in Economics, focusing on aerospace markets. Since then, she has worked on several aerospace development projects, and has been part of the Spaceport Cornwall team since its inception in 2014. Melissa is passionate about making space, and launch, more sustainable, as well as inspiring more girls to get into STEAM.

Beyza Unal BioDr Beyza Unal is the Head of the Science and Technology Unit at UN Office for Disarmament Affairs (UNODA). She specializes in the interaction between emerging technology applications and their impact on international peace and security. Beyza also serves in the Advisory Committee of Secure World Foundation in a personal capacity. Before joining UNODA, Beyza was the Deputy Director of the International Security Programme at Chatham House. She formerly worked in the Strategic Analysis Branch at NATO Allied Command and Transformation, taught International Relations at Old Dominion University, and served as an international election observer during the 2010 Iraqi parliamentary elections. She has been given various fellowships for her achievements - most notably she is a William J Fulbright Alumni.

Maurizio Vanotti, VP of Space Infrastructure Development & Partnerships at OneWeb, is responsible for the development of Gen2 programme in a cross-functional role. Prior to that, he was C-level executive of a PE-backed company leading strategy and operations in Europe and advisor to VCs investment strategies in technology sectors. He started his career at OHB-I, before becoming Head of Engineering Department and Head of the Telecommunication (SSTL). Former Navy Officer, Maurizio delivered more than 20 missions in orbit.

Connie has been a Scientist at NSF’s NOIR Lab for over 20 years. She is actively involved with light pollution issues on the ground and more recently in space, heading their Office of Observatory Site Protection. She has leadership roles nationally with the American Astronomical Society and internationally with the International Astronomical Union and with the International Dark-Sky association. In 2020 and 2021, she was co- chair of two workshops focusing on the impacts of satellite constellation and two conferences focusing on the impacts of satellite constellations and artificial light at night. As of this April, she has taken on the co-directorship of the new IAU Center on the Protection of the Dark and Quiet Sky from Satellite Constellation Interference (CPS). She has an AB in astronomy and in physics from Smith College, an MS in electrical engineering from U. Mass Amherst and a PhD in astronomy from U. Arizona. She has had a couple of years of experience as an electrical engineer for a large aerospace company between the advance degrees.

Dr. Brian Weeden is the Director of Program Planning for Secure World Foundation and has more than two decades of professional experience in space operations and policy. Dr. Weeden directs strategic planning for future-year projects to meet the Foundation's goals and objectives, and conducts research on space debris, global space situational awareness, space traffic management, protection of space assets, and space governance. Dr. Weeden also organizes national and international workshops to increase awareness of and facilitate dialogue on space security, stability, and sustainability topics. He is a member and former Chair of the World Economic Forum's Global Future Council on Space Technologies, a former member of the Advisory Committee on Commercial Remote Sensing (ACCRES) to the National Oceanic and Atmospheric Administration (NOAA), and the former Executive Director of the Consortium for Execution of Rendezvous and Servicing Operations (CONFERS).Prior to joining SWF, Dr. Weeden served nine years on active duty as an officer in the United States Air Force working in space and intercontinental ballistic missile (ICBM) operations. As part of U.S. Strategic Command's Joint Space Operations Center (JSpOC), Dr. Weeden directed the orbital analyst training program and developed tactics, techniques and procedures for improving space situational awareness.Respected and recognized as an international expert, Dr. Weeden's research and analysis have been featured in The New York Times, The Washington Post, National Public Radio, USA Today, The BBC, Fox News, China Radio International, The Economist, The World Economic Forum's Annual Meeting in Davos, academic journals, presentations to the United Nations, and testimony before the U.S. Congress.

Joanne Wheeler is one of the leading experts in the field of satellites, having worked at both Ofcom and the European Space Agency, and for over 20 years in private legal practice in this area. She specialises in communications, satellite and space regulatory and policy matters together with all forms of commercial contracts and public–private partnerships. She was awarded an MBE for services to the UK space industry in 2017. She is ranked in Tier 1 in legal directories for her satellite and communications regulatory and commercial contracts expertise.She won the Financial Times European Legal Innovator of the Year Award in 2014 for her work with the UK space industry and government in drafting and changing satellite-related legislation. She was also nominated as lawyer of the year in the UK in 2017. She is the co-founder and chair of the Satellite Finance Network (www.satellitefinancenetwork.org) and writes a column for the international satellite industry journal Via Satellite. She is also a Fellow of the Royal Astronomical Society and the Royal Aeronautical Society, a trustee of the National Space Centre and chair of the steering board of the National Space Academy.

Julie Zoller is the Head of Global Regulatory Affairs for Amazon’s Project Kuiper, an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-quality broadband connectivity worldwide. She previously served as the Chief Government Affairs Officer at Omnispace, Senior Deputy Coordinator for International Communications and Information Policy at the State Department, Deputy Associate Administrator for International Spectrum at the National Telecommunications and Information Administration, and in various capacities supporting the Department of Defense. Julie has led many U.S. delegations to multilateral organizations to achieve digital policy objectives and was an elected member of the ITU Radio Regulations Board for eight years, two as chairperson. She currently serves on the boards of the Satellite Industry Association, Global VSAT Forum, and United States Telecommunications Training Institute.
